Roberto Pagan has been with U.S. Customs & Border Protection (CBP) at the Port of San Ysidro since 2002 working in various units to include Anti-Terrorism Contraband Enforcement Team (A-TCET) and Canine Enforcement Program (CEP). Mr. Pagan worked on A-TCET for 2.5 years before joining the Canine Enforcement Program in 2006. Pagan was a Canine Enforcement Officer (CEO) for 2 years and then promoted to Canine Enforcement Supervisor where he got his CBP Concealed Human Narcotics Detection Canine Instructor Certification at Canine Center Front Royal (CCFR) in 2010. Mr. Pagan is currently serving as a Watch Commander with oversight of all A-TCET, CEP and standard port operations for the Port of San Ysidro. Mr. Pagan is responsible 40 A-TCET Officers and 82 canine teams at six land border ports of entry that span across 183 miles of border with Mexico, as well as an airport and seaport operations in the city of San Diego.
Mr. Pagan has held numerous positions at various locations within the San Diego Field Office (SDFO) that included extended assignments within CBP’s Office of Training and Development (OTD) at the Field Operations Academy (FOA) in Glynco, Georgia, Canine Center El Paso (CCEP) and Canine Center Front Royal (CCFR), with an expertise in protocols pertaining to both the passenger and cargo environments.
Mr. Pagan has served as Detailed Instructor in multiple Concealed Human Narcotics Detector Canine Courses, Pedestrian Processing Courses, and Explosives Detection (Open Air) for the Washington State Patrol Homeland Security Division in Front Royal, Virginia.
